Taiwan is about to face the era of the fifth-generation mobile communication (5G). For the first time, the government has also opened up the "three-nation" policy for telecom operators, that is, common frequency, common network, and joint construction. Recently, the National Communications and Communications Commission (NCC) has further relaxed 5G. The principle of "three commons" allows even those who do not have the standard spectrum to share the network and other common standards. Some people in the industry believe that the NCC's move will not only participate in the 5G market, but also pave the way for Taiwan's cooperation with Asia-Pacific Telecom.
After the Telecommunication Management Law passed the legislation, NCC expects to complete the sub-laws and regulations in the next year. The original "three-in-one" principle that NCC released is that both parties must be 5G operators, 5G spectrum and 5G networks to be "common-frequency, common network." At the same time, it is necessary to complete the construction obligation before they can share the network. However, under the call of various industry players, NCC also promised to relax the restrictions of the three parties. After the implementation of the Telecommunications Management Law next year, the unqualified operators can also share the network with the standard operators and participate in the 5G market.
Due to the change of the three principles, Taiwan Telecom's three leading Chinese power companies, Taiwan's big and distant, will also re-examine the 5G spectrum bidding strategy, in addition to calling on the small players Taiwan Star, Asia-Pacific Telecom, etc. can consider taking the first wave of 5G spectrum In addition to the necessity of the spectrum, Telecom Sanxiong does not have to resort to the means of "no limit on the standard gold". If it is necessary to rush to 100M, it can cooperate with other small businesses.
However, for small businesses, no spectrum is equivalent to no bargaining chips for future cooperation, and it is impossible to make a key minority. Therefore, Taiwan Star and Asia Pacific Telecom are expected to maintain the original bidding strategy.
Regarding the NCC change regulations, Chunghwa Telecom Chairman Xie Jimao said that various cooperation programs can be discussed. It is also believed that Chunghwa Telecom will not insist on obtaining 100M. Considering the situation of users and application services in the early 5G, even 80 M is enough.
Lin Zhichen, general manager of Taiwan’s Big Brother, said that he deeply felt the NCC’s attitude toward the three parties, from the original neutrality to support, opening up more space and flexibility, which also allowed telecom operators to share the common network and common frequency after bidding. Cooperation is more confident, and we will actively cooperate with all our peers in the future.
As far as the remote transmission is concerned, after the new version of the Telecommunications Management Law is open to the 5G open common-frequency network, it is true that the various operators do not need to obtain the spectrum needed in the future. In particular, the current 5G business model and the killer application are unknown. It is more difficult to accurately assess, and the remote transmission will maintain an open mind and a flexible space for cooperation, and will not aim to achieve the largest amount of spectrum
